(MP4) Videos not playing when in Permissions > Access, option “User can download files” is disabled

In Admin Dashboard, I created a new role named "User". In panel Permissions > Access, I disabled permission "User can download files" and enabled "User can preview files" for the new role. I then added a new user and assigned it new role "User".

When I log in as the new user and select a folder containing images, I am shown thumbnails representing the images. When I click a thumbnail, I am presented with the full image and the download icon in the upper right corner is not shown, preventing download. Just as you would expect.

When I select a folder containing (MP4) videos though, I see the thumbnails for the (MP4) videos. When I click a thumbnail, the video does not play. Instead, I am shown an enlarged version of the thumbnail. The download icon in the upper right corner is not shown. I would expect the video to play and not be able to download it, analog to how images are treated.

Now the only way to preview (MP4) videos is to ENABLE permission "User can download files", which shows the download icon in the upper right corner, enabling download.

Is this a bug or by design? If intentional, is there a way I can preview (MP4) videos without the download icon showing up in the upper right corner, enabling download?
