I think this has been answered by saying that you can just copy/paste the URL from the address bar instead of sharing a web link, but I'd like to know if I can utilize the share web link option to share the actual URL of a file.

I am uploading lots of course training packages and they're all inter-connected with JS/CSS files and sharing a file in isolation doesn't work. It would be great if displaying the full path with the file name is an option!

You can get a file's absolute path from the file control panel. The file control panel can be accessed via the contextual menu, under "More options..". You need to be signed in with the FileRun superuser account to see the file control panel.

I am afraid the web link panel cannot be used for this purpose given that in 99.9% of the cases the FileRun user's home folder is outside the public area of the HTTP server, as we recommend our users to do, for security reasons.
