Create a messaging modal/lightbox to display for any user groups.
This would be a wysywg text/image based modal that would display for any selected user groups. Checkbox confirmation would be recorded to database. Could be template based in order to manage design and presentation.

As a further explanation, This would be a message that loads when a user logs back into account. Admin can distribute/display to users new feature bullet points, updated rate plans, incentives, tips, reminders, etc...
There is already a feature for broadcasting a message to all users upon login. It's called "Welcome message" and is available in the control panel under the interface options.
